the site is intended to be ad-driven (same model as saving advice) which is what generates the income in to the site. the possibility of having a wish granted is what drives consistent traffic to the site, thereby resulting in consistent income through the ad revenue. self-perpetuating, so to speak...

while it's true you can donate to wishes, you can vote for a wish to win without donating to it, and a wish can win without having received any donations from members. if a wish doesn't win, the wisher still gets any donations that were made to that wish.
boy, the word wish is starting to sound really weird to me now...
there is a place where good samaratins can donate to the fund, but this is also optional.
